Transcription: The old Congress was one chamber. Its members served one year. They were paid by the states. They could be recalled by the states at any time for any reason. They voted not as individual members but as states. They had no power. It was a frustrating job and nothing got done. So the framers of the Constitution decided that the central government, the national government should be more powerful. And a way to check that power was to take the Congress and divide it against itself to create two bodies that would check one another.
